If I fly from HK to Shanghai to Macau on an Australian passport can I stay in Shanghai for 24hrs? I don't have a Macau visa yet as I can only get it on arrival...will this work?

Of course, you can stay in Shanghai for 24 hours without an entry permit.
You can enjoy free entry to Macau and stay there for not more than 30 days, so it will be okay as long as you have onward ticket to Macau.
