can go to Xian if I have 144 hours transit visa?

I am afraid that you can not go to Xian with the 144 hours transit visa. According to the policy, during the layover period, passengers can move around the three places (Shanghai, Jiangsu and Zhejiang province) but not permitted to visit other cities of China.0
