another traveller's application

Hi,

If you are travelling with another person, am I able to apply for their visa or do they have to apply for their own? I will arrive Manila before my cousin and I am paying for her itinerary so would I be able to fill in her application as I am the one buying her itinerary anyway so we will have the same flights and accommodation?
