another traveller's application

Question

Hi, If you are travelling with another person, am I able to apply for their visa or do they have to apply for their own? I will arrive Manila before my cousin and I am paying for her itinerary so would I be able to fill in her application as I am the one buying her itinerary anyway so we will have the same flights and accommodation? Jelly, if the person is currently in the country where you do the application and lives in the consular district of the same embassy or consulate, you can apply for the person. If not, you can't do the application for her.
