Apply visa from another state

I live in Texas. Can I apply in California or any other state besides Washington DC?
I have plans to visit China when traveling to Malaysia but do not have a fixed itinerary yet. Can I apply in a Chinese consulate or embassy in Malaysia? I am a US citizen.
Thank you.

Sorry, Kim, I'm afraid you can only apply in Washington DC as Texas is on the consular jurisdiction list of Embassy of PRC in Washington DC.

You cannot apply for a Chinese visa in Malaysia because you are only a visitor, not a resident. Maybe you can plan a route eligible for China's 240h visa free transit like Malaysia - Mainland China (stay for less than 10 days) - US so that you can travel without a visa.
