Can I see Terracotta Soldiers at the end of November. Is it going to be too cold?

Of course you can! The site is open all year round. In late November, it may be cloudy and rain slightly sometimes. The temperature may range from 30F to 50F. It is cold. You are advised to wear winter clothes. Anyway, you can pay a visit to the museum then. Just keep warm and have fun! :)1
