Can the chinese embassy in Kazakhstan issue multiple entry (2 entries, 30 days) visas for foreigners

I carry australian, and finnish passport

It can issue it to foreigners, but the consular officers will decide whether it is issued to you or not according to your situation. It’s worth a try anyway.
