About:240-Hour Visa-Free Transit

Is it really 3rd country only? Or just return to your original country?

I looked at the 144hr free transit and the 72hr free transit and they both seem to have the same rules, but maybe fewer allowed cities. I'm going to Shanghai and Jiading (which seems to be like a suburb of Shanghai?), so I think this is not a problem. However, what it seems like is that I would have to go from Japan (where I live) to Shanghai, and then to some other country before returning to Japan?? I don't understand this. Why would this be allowed and not just visit Shanghai and return to Japan? o.O Or is that OK? I'm so confused on this point! And if I need to apply ahead of time for a VISA (assuming this rule does not apply to me), the only site I see for the free transit is only in Chinese.

Dear, if you fly back to Japan after staying in Shanghai, it’s not a transit. But both the 144 hour policy and 72 hour policy are used for transiting in China. So if you want to use the free transit, you should fly to a third country or region rather than Japan.
Actually, you can make a transfer in HK or Macau before returning to Japan from Shanghai. In this case, you will travel like: Japan-Shanghai-HK/Macau –Japan and you will be able to use the free transit in Shanghai.

That just is illogical. I understand it may be correct, but it doesn't make sense to make people who want to spend the weekend is Shanghai jump through hoops when they allow people to have a 6 day layover with no hoops, just smooth sailing. Stupid policy if you ask me.
