Aliya, your husband can apply for an S type to enter PRC. He should first prepare those materials: his passport and copy of its data page, the application form, a passport-sized color photo, an invitation letter from you, copies of your passport and residence permit in PRC, and your relationship certificate. And then submit the application to the embassy of PRC to apply.0
