Does the exemption allow to visit any city in Guangdong after arriving to Guanghzhou Bayun Int Airport within the exemption time.

Yes, during the free transit time, you are allowed to visit any city in Guangdong, but you need to fly out to a third country or region from Baiyun Airport.
