can I apply for the entry permit in a third country and enter PRC from another country?

Is anyone can help me to find out if it is possible that I would apply my visa to china in Bangkok thailand and if approved would it be ok for me to depart from philippines to china?I need urgent answer.
If could anybody can answer me it is very well appreciated.
