I am Filipino and I have a connecting waiting time in Xiamen for 21 hours and 55 mins. before I go to Vancouver . do i still need to get any entry permit to be able to go out of the airport during my waiting time?

No, you don’t need any entry permit because you are eligible for the 24 hour direct transit in Xiamen. You can just apply for a free temporary stay permit at the airport and then you can leave there.
