What is the difference between a "Work Permit" and a "Foreign Expert Certificate" re employment

Both of them are issued to those foreigners who will work in PRC. Usually, if you take a job from a company as an ordinary employer, you need to get the work permit, or it is also called “alien employment permit”. However, the “Foreign Expert Certificate” is issued to those who will teach in PRC, or those professionals.
