Based on what I know, there is no VOA in HK. Vietnamese needs to apply for an entry permit in advance to enter HK. And Thailand passport holders are allowed to enter HK freely and stay there for not exceeding 30 days.

Dear, they can enjoy free entry to HK, so they don’t need to apply for an entry permit. When they go to the immigration, they can enter freely. Just need to show the passport, the return ticket, hotel reservation and enough travel fees.
