Hong Kong - Beijing 3 days and then Beijing - London with a short in Hong Kong.

Can I do this with the 72 hour visa?

Kelly, I'm afraid you can't make use of the 72 hour policy. You fly from HK to Beijing and then back to HK, which is not allowed under the rules.

Will it apply because we have flights to London on the tickets and we are only in Hong Kong for one hour?

You mean you hold flight ticket to London after you stop in Shanghai? If so, maybe you can enjoy the free transit in Shanghai and no need to apply for the entry permit.

We stop in Hong Kong for 7 days and then travel to Beijing for 3 days. We then fly back to London but there is one stop in Hong Kong for one hour to refuel then straight to London. Will then stop in Hong Kong count as out flight is to London?

If you will go through the immigration counter in Hong Kong and the stops show on your ticket, I'm afraid that you can't enjoy this policy. You are advised to double check this with your airline.
