About:Hong Kong Octopus Card

Flight will arrive HKIA around 11pm. What's time of counter service selling octopus ticket close?

Also If it's closed, where can I buy the ticket? I'll take the bus A21/N21 to intown tsim sha tsui.

The counter is open until Airport Express service finishes at 00:48. So, you can buy the ticket at the round counter upon landing at HKIA. Also, you can buy the bus ticket in HK dollars before boarding. :)
