F Visa applciation in manila?

i am Filipino passport holder and OFW. currently employed as Garment quality controller. my job is to visit different country where we placed orders to conduct audit or give technical help. i am in manila now for vacation. now i need to travel to china and need to apply F type. question is. can i apply for it in Chinese Embassy in Manila. i traveled to PRC many times and visa was issued by China Embassy in Bangladesh.
