Singapore to Shanghai, connecting through Beijing

Do I claim bags and clear customs in BJ or in Shanghai? My connection is 2 hours 15 minutes, arriving T1, departing T1. Thank you.

You need to complete these two steps in BJ Capital Airport.
The correct transfer procedures are the following:
Inspection & Quarantine, Exit and Entry Frontier Inspection, Baggage Claim, Customs Inspection, Going through Transfer Formalities, Security check, Waiting & Boarding
In addition, as I know, the International to Domestic transfers only occur in T2 or T3. And the 2 hours 15 minutes' stopover is a little bit tight. You are suggested to contact your airlines and confirm this information.
