Requirements for visitors visa

Hello,
am currently in South Africa on a work permit
I went to submit my application today at the Jorburg office for a chinese visitors visa and they said they need an invitation letter from a travel agent.
I explained that I didnt have a travel agent and my trip was self funded, and they basically said I should make a plan
Please advise
