Kuala Lumpur - Shanghai Pudong - Hong Kong can I apply for 72 hour visa with Netherlands Passport

I am arranging flight from Kuala Lumpur to Shanghai on April 14. On April 17 I want to fly to Hong Kong.

I have a Netherlands passport. Can I apply for 72 hour free transit?
