About:China Visa on Arrival

German national travelling to Shanghai for 3 days stay, will he get visa upon arrival

Anna, no, he cannot get VOA in Shanghai. But if after stopping in Shanghai for 3 days, he will fly to a third country or region rather than the last one he departed, he can enjoy the free transit there. In this way, no entry permit is required.
Otherwise, he should apply for a tourist L type in advance.

sorry I'm still confuse, his routing is Dubai to Pu Dong International airport and back to Dubai. Is it OK?

So the route goes like this: Dubai - Shanghai - Dubai - Munich? As he goes to Shanghai from Dubai and then returns to Dubai, the route is not eligible.
