Transit visa for Guangzhou layover

Hi I'm from the US and have a 10 hour layover in Guangzhou we have a stopover coming from Manila en route to Nairobi 2 questions my girlfriend is Ugandan not sure if she can get a transit permit?? ?also we arrive at 3pm on a Sunday afternoon it seems most of the tour companies operate in the morning any help or suggestions would be greatly appreciated.😀 Noel San francisco
