I'm planning on traveling from Seoul to Shanghai to Taipei then back to Seoul. How do I inform the airline carrier that I wish to use the 144 hour transit visa in Shanghai?

When boarding in Seoul you can tell the airline staff that you want to use the free transit and then the airline staff will declare your request to the airline company. And it will inform the immigration office in Shanghai. In this case, your request will be received.
