I have got my notification letter of foreigner’s work Permit in the people republic of China, contract letters and company licenses from my chinese employer do I still need the TE invitation letter to apply for Z visa ?

Oh really, I am being told that I still need the TE invitation letter when I contacted the embassy’s consulate. I’m confused.
