my friend holds work permit for Hong Kong and has indian passport. what will be the procedure to obtain tourist L type for mainland PRC?

First, prepare the following documents: passport and copy of its data page, the completed application form attached with a passport-sized color photo, work permit in HK, as well as round trip tickets and hotel reservation. Afterwards, submit the application to the office of the commissioner of the ministry of foreign affairs of PRC in HK to apply for it.
