Turkish citizen at japan

Hi all
For the may, i am planning to visit china for tourist. Last month feb 2016, i wrote an email to china consulate about visa. I have resindent card at japan. They said no problem taking entry permit from japan for turkish citizens, i bought all plane tickets and paid hotel sccomodations. yesterday when i went to consulate they didnot accept my application, they say due to turkish citizens, they are unabble to accepts my application. I check also travel agencies. Consulate also doesnot accepts my application for turkish. What can i do? Any help. I would be appreciated.
