About:Beijing Capital Airport T3

If I arrive at Beijing from New York with Air China how do I transfer to onward flight to Bangkok.

Will 1 hour 30 minutes be long enough for this transfer?

Is your next flight still in T3, same with Air China? If yes, you have enough time.
If you need to transfer from T3 to T2, it will spend at least 2 hours to make this connection. Then you need to change the schedule of the next plane to Bangkok.
