About:240-Hour Visa-Free Transit

So If I buy New York-Taibei-Bejing round trip ticket, I cannot apply 240-h transit visa?

I have to make a china-Hong Kong or Macau trip from China and then back to china to get transit twice to qualify?

Serean, the round trip: New York - Taipei - Beijing is not eligible for 240 hour visa free transit because the immediate points, before and after mainland China are located in just one territory - Taiwan. In order to be eligible for 240 hour visa free transit your itinerary has to have its immediate points, before and after mainland China in two different countries or eligible territories (eligible territories are Hong Kong, Taiwan and Macau). For example, eligible itineraries are: Taipei - Beijing - Hong Kong or Macau - Shanghai - South Korea or Bangkok - Guangzhou - Hong Kong. However, having Tokyo - Beijing - Tokyo or US - Shanghai - US itinerary is not eligible. It is important that the immediate points before and after mainland China are located in two different countries or eligible territories. You can use this option twice, this is perfectly acceptable, for example Taipei - Beijing - Hong Kong and Hong Kong - Chengdu - Taipei. In any case, just stick to the basic rule I have explained regarding the immediate points and you can visit mainland China visa free using 240 hour visa free transit. Have a wonderful journey.
