Cruise from Busan to Shanghai, fly to HKG at same day.

Ken Orton, from united Kingdom, I am cruising from Busan to Shanghai which arrives Shanghai at 4 am, then I fly out to HKG at 12:20 Noon same day, am I qualify for 24 hours transit policy?
