About:72-Hour Visa-Free Transit

Visa for a third country

One of documents for Application is entry permit for a third country. I am going to Vietnam and don't have it for Vietnam, only aproval letter for getting Vietnam entry permit on airport. Is this letter enough to get China 72-Hour Free Transit?
