What about Philippine Passport Holders that are non-HK residents but are in HK as a tourist and would like to visit Shenzhen through Lu Wo border?Thank you.

Gabriel, I'm afraid it's risky for Philippines passport holders, no matter they are HK residents or not. However, those HK residents can apply for a normal visa at the Commissioner Office of Foreign Affairs Ministry of PRC while those who are not HK residents may not apply from HK by themselves.
