Connor, may I know how old you are? If you are not elder than 18 and your father is one of your custodians, I'm afraid you need to get a letter of consent from him.

i am 16 but when we fly on feb 22 it is my birthday so i will be 17. my mother has a court order that states that as long as it is no longer than 1 month then he does not have to be notified. But we have no idea where he is so how can we get a letter of consent when we dont know where he is ?

Dear, if you will go to PRC for less than one month, the letter of consent from your father is not needed; but if it’s more than one month and you cannot get in touch with your father, you can contact with the embassy and see if they can find a way to solve this problem.
