Can I get a Chinese visa in Macau or HK during Chinese New Year?

I am a US citizen. I am looking to arrive in HK on CNY. I would like to go mainland, but mine has expired. Can I renew there or apply for single entry in HK or Macau? I do not have time or ability to go to the embassy in the USA and in South America they have different requirements to apply. Plus it takes a long time.
