Yes, you can buy the sim card as a tourist by showing your passport. Don't worry. China Mobile and China Unicom provide such service. There are many branches in this city.
For example:
China Mobile: No.1289, Shangri-la Avenue
China Unicom: Nearby No.465, Changshui Road
