I'll have a 11-hour layover in Shanghai before continuing my flight to the US from the Philippines.

May I apply for a transit visa?

As for your situation, you are eligible for the 24 hour direct transit. So you don’t need to apply for transit G type.

If you don’t leave the airport, after getting off, pass through the special lane to the transit zone where the airline staff will stamp on your flight ticket.
If you want to leave the airport, after getting off, pass through the frontier inspection and apply for a temporary stay permit at there.
