Airport Transfer from Pudong (PVG) to Hongqiao (SHA)

Would you expect it to be difficult to arrive at 2:40 PM Wed, Feb 17 at PVG, gather luggage, get through customs, take airport bus Line 1 to SHA, go through security and make a 6:50 PM flight from SHA to CTU ?
That's a 4hr 10min layover. Is that unrealistic?
