Can a minor travel to China unaccompanied?

We are US citizens and living in the US. We lived in Shanghai and our 16 year old son wants to go back to visit friends. Can he go unaccompanied by an adult? He will be staying with a family while there.
Thanks
Shelly

He can go to travel unaccompanied by an adult. But a letter from his absent parents granting permission for the child to travel is required. And the letter should be sworn before a notary public and signed by the absent parents.
