Verifying to know the conditions and duration of single status certificate.

Hi.good evening. I'm Paul a Cameroonian I reside in Thailand. I wish to certify my certificate of celibacy in order to get married in Thailand. How can I post the document? How long can it take to certify and then send back to me? Do I have to pay any charge's?
