Ginny, actually, if you fly from Tokyo to Xiamen and then fly to a third country or region, you can enjoy the 72-hour free transit policy. In this case, the entry or transit permit is not required and you can stay in a hotel inside or outside the airport on your demand.

You can apply for it at a special counter in the airport folliwing direction signs after arrival. The process is simple. You just need to show your passport, flight tickets, and entry permit for the next destination, then the officer will stamp on your passport so that you can leave.
