Can I secure a VOA upon arrival?

I am traveling to Shanghai on Dec 12 - Dec 19. My flight arrives in Pudong at 11:40 pm on Dec 12.

Sorry, you should apply for a tourist type from Chinese consulate that has jurisdiction over your city in advance. Apart from your passport, application form and passport photo, you should prepare round-trip air tickets and hotel booking.
