is there 110v AC outlet in Air China?

Hunhun, according to my knowledge, usually the voltage on the airplane is 110V. However, only first class and business class seats has the outlets.

Most devices you would use on an airplane can handle 100-240V such as laptop computers. The acceptable voltage range should be either on the device in case of an independent power supply or specified in the manual.
