visa refusal. Please what will i do.

I was robbed and lost my passport and my 2009 china visa in it, and lost all my documents. i applied for an entry permit to PRC this month 2015 November but i was refused the application that i have not gone to PRC before but i traveled to PRC in may 2009 i explained to them all and gave them police report too but still was refused that i have no data of that record in their system i need to travel too but what will i do now, dont the embassy have records of all old visa given before i dont know what to do now can some one please help me out.
