Visa refusal without even receiving payment for working visa

My Visa was refused right on, from Kyiv for working visa, they didn't even check my documents or process them nor did they took my money

What could be the reason?

Do you intend to be an English teacher in China? Maybe they just don't give working visas to those who intend to teach English in China, but not from a native-speaking country.
