About:Transfer in T3 of Beijing Capital Airport

I will arrive in T3, PEK and my connection flight is in T3- both Air China.

how long of a layover do I need?

May I know if you will take a transfer from international to international? If so, the MCT is an hour.

Yes, layover in Peking for 3 hours then to Japan. Also, does my checked bags go straight to Japan? Or will I need to pick up my luggage?

One hour is enough for you to transfer to the flight within T3. You luggage will go straight to Japan. You needn't claim it. Nice trip! :)
