I have 7 hours transit at PVG. Is that sufficient time to go to town and back? Thank you

Yes, ur time is enough to enter the town.
In order to save time, you can take Maglev Train to Longyang Road Station. The travel time is about 8 mins. Then transfer to subway line 2 to East Nanjing Road in 15 mins.
According to your limited time, you can buy some souvenirs and taste local snacks on Nanjing Road Pedestrian Street After that, walk east to the Bund for a sightseeing and appreciate the beautiful scenery of Huangpu River. Then the return way is the same.1
