About:Transfer in T3 of Beijing Capital Airport

I am going from Newark to Hanoi with a 2 hour layover in Beijing.

Do I need to get my bags and recheck them?

According to your situation, you belongs to International to International Transfer. Thus it's not necessary for you to collect the luggage and recheck them. :-) It will be automatically transferred to your destination (eligible for connecting flights/tickets).
