If I arrive at Yangdi around 1pm from Guilin, will there still be rafts available to board without advance booking?  Is it true that rafts from one village are not allowed to dock at the other village anymore?

Yes, it is still possible and one bamboo raft usually accommodates 4. At that time, there are still rafts available before 16:00, but you’d better book it in advance. I never heard that rafts from one village are not allowed to dock at the other village. You need to recheck it for sure.
