Vietnam citizen/ 11 hour layover PVG airport/ Shanghai short excursion by myself

Hi,
I am a Vietnam citizen. I will travel back to Ho Chi Minh (Vietnam) from Fukuoka (Japan), using China Eastern Airlines which requires 11 hour layover at the PVG airport. I would love to ask whether I can get permission to take a short excursion in Shanghai city by myself (not buying tour) during my layover (Xin Tian Di, Shanghai Museum, The Bund and Huangpu river cruise). Regard to my traveling experience, I got an ordinary passport for citizen with a valid Japan visa, and other used entry permits to USA, 2 entry permits to Japan, and other stamps from many ASEAN countries.
Thank you for your help

Luke, you don't need transit visa for the 11-hour layover. Even though you did not book a tour, you are allowed to go outside of the airport. You just need to apply for a temporary stay permit there.
