UK Citizen in Budapest

Hello, we are British Citizens on a round the world trip and have tickets for the Trans - Mongolian train arriving in Beijing. Are we able to obtain our Visa for China whilst in Budapest for a week? We already have our Russian entry permits but were not able to apply for PRC entry permitd in the UK as we left more than three months in advance of our entry date into PRC. Thank you, Tom
