Well, 8 hours are not long enouhg. You can only have a quick visit of the downtown area.
From the airport, you can take subway line 3 to Yantang, then change to line 6 to Cultural Park, then walk to the nearby Shangxiajiu pedestrian street. The street is one of the busiest area in the city, where you can have a delicious local meal and take a stroll.
