China Tourist Visa from Germany

Hello,
I am a US citizen currently traveling in Germany and would like to obtain a tourist L type for PRC in Germany if possible. Can I obtain one in Munich? Or do I need to travel to Berlin or Frankfurt? Is it reasonable to expect a turnaround of 4 working days? Any help is appreciated as it is unclear from what I have read so far.
